Maybe the README file has some hints for you?

Image::OCR::Tesseract ===================== You will need tesseract and ImageMagick installed on your system. This package runs on Unix/Linux type OS. The Makefile.PL will check that you have tesseract installed. SEE ALSO INSTALL.tesseract INSTALL.imagemagick INSTALL
