The version of RH 9.0 I was using was a text only install. I figured that there might be something missing in the Linux so I reinstalled with EVERYTHING.

I then tried to install the Time::Hires and got the same error

    Another interesting note:

    I tried using an older version of Time::HiRes from cpan.org - v1.20. Same problem, except the error "missing separator" appears on line 88 in this case.

    Perhaps something is broken in the perl Makefile.PL process and it is making bad Makefile?

      Yes, the problem has nothing to do with Time::HiRes. The problem is with Config.pm in the '*.UTF-8' locales in the version of perl shipped with RH9, which causes the corrupted Makefiles
