Var tree: not AFAIK. Maybe with one of the (many) features I've never messed with, speedbar or whatever.
Oh, yes, the speedbar. Just try M-x speedbar. And not to forget imenu and functions-menu (aka fume). There is another thing I really like: Call M-x cperl-check-syntax and have the output of perl -c with the ability to jump to the hot spots from there.
