Does perldoc perllocal only work for modulus installed from CPAN?
Yes. (Or at least it isn't supported by the debian packaged perl modules.)
If so, how can I check all the modulus available by command or perl code?
Why do you want to? There may be better ways to do whatever you are actually trying to achieve. The CPAN shell's autobundle command is one way, but it includes core and dual-lived modules which you may not want.
