I don't know this is the source of your problem but it looks like you are missing a colon in your DSN. Try adding a colon between Oracle and host.
BEGIN {
$ENV{NLS_LANG} = "AMERICAN_AMERICA.UTF8";
$ENV{OCI_NLS_CHARSET_ID} = "AMERICAN_AMERICA.UTF8";
$ENV{ORACLE_HOME} = #The path to the instant Oracle client";
}
#Connect to database
my $DBHandle = DBI->connect(
"dbi:Oracle:host=$host;sid=$sid;port=$port",
$userName,
$passWord
) or die "Connection Error: $DBI::errstr\n";

Posts may use any of the Perl Monks Approved HTML tags. Currently these include the following:
<code> <a> <b> <big>
<blockquote> <br /> <dd>
<dl> <dt> <em> <font>
<h1> <h2> <h3> <h4>
<h5> <h6> <hr /> <i>
<li> <nbsp> <ol> <p>
<small> <strike> <strong>
  <table>
<td> <th> <tr> <tt>
<u> <ul>
-
Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
