What you describe is stone age democracy, where a "majority" thinks it can rewrite fundamental rules.
One symptom in real life is calling judges "enemies of the state", the next throwing opposition into jail. We here follow rules, it doesn't matter how many monks like or dislike a Perl related technology, they are free to discuss, as long as they follow the rules. And this will never change, because admins here are chosen not elected.
